Born in Belfast, Ireland, in 1855, Mulholland immigrated to the United States with his family in 1870. He settled in San Francisco, where he worked as a ditch digger and water pipe layer. His natural talent for engineering soon became evident, and he quickly rose through the ranks, becoming the city's chief water engineer in 1889.

In 1902, Mulholland was lured to Los Angeles to lead the city's water department. The city was facing a severe water shortage, and Mulholland was tasked with finding a solution. He proposed building a massive aqueduct to divert water from the Owens Valley, a fertile region hundreds of miles to the north.

The Los Angeles Aqueduct was one of the most ambitious engineering projects of its time. It required the construction of a series of dams, tunnels, and canals to transport water over a distance of more than 200 miles. Mulholland faced numerous challenges along the way, including labor disputes, financial setbacks, and environmental concerns.

Despite the obstacles, Mulholland persevered, and the Los Angeles Aqueduct was completed in 1913. The aqueduct brought a much-needed supply of water to Los Angeles, and it played a major role in the city's subsequent growth and prosperity.

Mulholland's legacy extends far beyond the Los Angeles Aqueduct. He also designed and built the Owens Valley aqueduct, which brought water to the San Fernando Valley. He was also responsible for the development of the Los Angeles water system, which today provides water to more than 10 million people.
